In 2006, the Council appointed a public art consultant to undertake an initial scoping study to consider the viability of introducing an element of public art to the Widnes Waterfront programme area. The aim was to see the public art element in some way interpret the natural environment and industrial heritage of the Widnes Waterfront area.
Two artist residencies were completed as part of the public art and environmental uplift programme Brown Field Blue Skies and Black and White film. Following this a decision was made for a major ‘iconic’ piece of public art.
Following an international design competition, which attracted 65 submissions from as far a field as America, a short-list was made and interviews held by a panel which included representatives from the Council and the local business community.
Award winning architectural practice Tonkin Liu were commissioned to take forward their dynamic proposal of the Future Flower.
